In 1875 Jay helped Paul Funkhouser organize a primary school in Dayton, Va. called Shenandoah Seminary, to teach small children the three Rs, as well as specialized subjects of higher education. He became its president from 1885-1887 and was later succeeded by his cousin and brother-in-law Rev. George Peter Hott. This school was renamed The Shenandoah Collegiate Institute and eventually moved to Winchester, Va. where it is known now as Shenandoah University.
